London North (and West) Changes Pre-release

Afternoon, all.

The changes that we want to make to the North and West sectors, the second half of the resectorisation process, are now nearing completion. Until more of the documentation is finished we won't release the changes for general use - this is just a preview.

The largest change is the reintroduction of the Manchester TMA as sub-sectors within London North. This will affect the handoff procedures for Northern RTS aerodomes.

We have also allowed for the possibility of using temporary area sectors during events. For example the West sector does not normally require a split, but during an event we can be hit with massive amounts of traffic that is way too much for one controller. Therefore when a split is going to be required it will be planned in advance and the details distributed to the controllers involved. The same applies to North in the case of unusually high expected traffic levels through one sector.

The documentation below will explain the changes that we intend to make. Your constructive comments are welcome so that we can iron out problems before the release.

A list of standing agreements is available HERE. These will be written up into tables/diagrams when possible.

What effect does the N restructure have on the length of training for area students ?

During the controllers exam for area, will the 2 part scenario be coming back (as it used to be for upper and lower) ?

Will student area controllers take mentoring sessions on each split during their training to become familiar with the different sectors ?

OR

Is the whole thing just been designed for events ?
As in:
Controllers should continually assess whether splitting this position correctly balances workload between controllers, as the traffic in the upper sector will be greatly reduced.

When does high level traffic ever overshadow everything in the N sector top-down from FL245 (or whatever the H/L split is), personally I cannot ever see there being a high/low split unless there is an event on, the High level chap is going to have nothing left to do, seems a bit academic to me personally.

The new sectors will not change training in the slightest. As with the South/Central sectors, training will always be done on the full North sector. The length of training will not be affected. The 2 part exam will not return as a result of these changes.

<talking about all sectors> If you are suggesting that training on split sectors works better then we can look into this, but it's a tangent more suited to a separate thread.

A huge advantage of the North changes is capacity for events, yes. But also it's to return a sector that was well manned in the past to our division.

I would expect the only traffic flows to necessitate splitting is during an event. A massive East-West flow such as a Dublin to Amsterdam event may need someone to split MAN_CTR off, leaving the original controller with only the upper airspace. A Newcastle event may require someone to split off MAN_E_CTR to deal with the terminal vectoring, whilst the original controller retains the rest of the sector.

Don't forget that splitting simply for fun or to attract traffic is something that people do on a regular basis.

All information provided for the event this time event will be cleared out at the finish of the event.

Therefore one can only assume (?) that the MAN_CTR bandboxed position has now been applied for and dropped from the special center listing and does not require an extra validation on top of the C1 grade. Has this been done ?

When the position was previously wiped out, it (MAN_CTR) was then, and still is, listed with EGTT_CTR and LON_CTR as a special center that according to GRP, requires an extra validation.

Hi David,

I can answer this one if G doesn't mind!

It has been requested that MAN_CTR and EGTT_CTR are to removed from the GRP special centre's list. The only UK enroute position that will remain will be LON_CTR (N/C/S/W Bandboxed). We are told this will be put forward at the next EC meeting, this week if i remember correctly.
